Yes. Preliminary market consultation is expressly provided for in procurement law so that public buyers know the market before defining requirements. What matters is documentation and that no competitive advantage arises that excludes other bidders.
Which EU programmes are relevant for companies?
That depends on the project. Research and innovation framework programmes, connecting facilities for transport, energy and digital infrastructure, climate related funds for transformation. Choosing belongs at the start of project planning, not the end.
